Special thanks to Luisa Davis, longtime consultant to Summit Estate Recovery Center. When Summit clients started being denied unreasonable she was one of the first to provide valuable insight into the history of doctors who make their livings denying treatment. Since we introduced the bill into the state legislature she has spent countless hours of time helping treatment centers file letters of support on the complicated legislative portal.

Luisa Davis’ experience spans more than three decades and she has been involved with a diverse array of clients in this time. These clients include but are not limited to substance abuse and behavioral health facilities, M.D.’s, D.C.’s, D.O.’s, Ph.D.’s, PsyD’s, hospitals, and multi-specialty facilities.

The services that she provides and is considered an expert in are billing protocols, coding, utilization review, claims appeals, utilization review appeals, revenue cycle optimization, and carrier specific insight and required procedures.

She is a credentialed Certified California Medical Bill Reviewer per the California Department of Insurance, and she is a Certified non-attorney Hearing and Lien Representative for the Administrative Law Court System representing providers, facilities, insurance carriers, and third party administrators.

Her focus has always been on mitigating billing issues and ensuring compliance with all aspects of billing, coding and substantiating documentation, and upcoming legislation pertaining thereto.

She is considered an expert in her field, and she is frequently sought as a consultant by law firms as well as insurance carriers that are contemplating litigation.

She is a current board member of the Addiction Treatment Advocacy Coalition (ATAC) and therein, she sits on the Underpayment and Billing Committee, the Legal Committee, the Legislation Committee, and the Utilization Review Committee.

She frequently travels to Sacramento to meet with Senators and Assembly Members in the pursuit of the passing of legislation that will ensure fair and equitable dealings between the providers and facilities, and the insurance industry.

Her uncommonly diverse knowledge and experience of the system and its ever changing protocols makes her a tremendous asset to those that seek her assistance.
